Who wrote this, and more interestingly, who is the Top 10 player? It would be nice to know, so I can ignore or at least quadruple-check anything he has to say about the opening.

The quote was by GM Boris Avrukh from the foreward of his latest masterpiece "1. d4 Volume Two". He was referring to some of the great feedback he had received on his first volume.
I personally have no idea of who the Top 10 player was that he mentioned.
Could it be that the "Top 10 Player" is just a phantom dreamed up by the publisher to fuel sales?
Almost anything is possible, I suppose, but I think the Avrukh books are as good as advertised. And he already has a top 10 GM, Boris Gelfand, writing laudatory forewords to both volumes. Additionally, Avrukh (the publisher had nothing to do with these citations) mentions other GMs who have gone on the record praising the book, including no less a player than Viktor Korchnoi.
